It looks to be a guide for making privately assigned IPs publically available. The following link is a section from their Wiki that I was able to locate that discusses private interfaces. I found this page in their documentation, which covers IP addressing, though I believe it's more geared toward their routers, rather than RouterOS: Private IPs only connect across the private network of the data center and cannot connect to any external network. I say this because I'm not sure what you're trying to connect to with the private IPv4 address.
